A sun-soaked coastline in the eastern Mediterranean: North Cyprus. In recent years, Kyrenia (Girne) and its surroundings have moved onto the radar of British, German and Russian buyers as a property market that is still accessibly priced compared with other European coasts. Yet every buyer looking in from abroad has the same two questions: “Is it legal for me, as a foreigner, to buy here? And will my money be safe?”
That hesitation is entirely reasonable. You are about to commit a significant part of your savings in a legal system you don’t know, in a country you may never have visited. In this article — as a Kyrenia-based developer — we describe the process as it really is: what is legal, which mechanisms protect you, and where you need to be careful.
The short answer: yes, it is legal — with a permit
TRNC law explicitly allows foreign nationals to acquire property, subject to a purchase permit. The permit is obtained through an application your lawyer files with the relevant authorities and includes a routine background check; for an ordinary buyer profile it is a standard procedure.
One important point: the rules on how many properties foreign nationals may acquire, and on what terms, have been updated over time and may be updated again. That is why confirming the current legislation with an independent lawyer before you start outranks every other piece of advice in this guide. What you read here is general information; for a definitive transaction, always consult your own advisers.
The mechanism that actually protects you: contract registration
The strongest legal tool protecting a buyer in North Cyprus is the registration of the sales contract at the Land Registry. From the moment of registration:
- The property cannot be sold to a third party.
- The property cannot be mortgaged.
- Until your purchase permit is decided, your rights are protected through the registration.
Registration has a legal deadline and a stamp-duty obligation; your lawyer manages that timetable. In practice the rule is simple: if the contract is signed, registration is not delayed.
Title deed checks: don’t rush this part
Depending on a property’s history, there are different types of title deed in North Cyprus. Their legal character is not identical, and this is the part of your purchase decision that deserves the most careful scrutiny. The right approach:
- Have your lawyer examine the title — its type, any encumbrances (mortgage, lien, annotation) and whether the seller genuinely has the authority to sell.
- If anything is unclear, walk away. An attractive price never compensates for an unclean title.
- If you are buying off-plan, have the developer’s rights over the land and the project permits checked with the same rigour.
These three steps are the real answer to “is North Cyprus property safe?”: the market is not unsafe; an unchecked purchase is. For a buyer who proceeds with proper checks, the process is predictable.
Practical rules that protect your money
Alongside the legal safeguards, apply the few practical rules every experienced buyer follows:
- An independent lawyer is non-negotiable. Not one suggested by the seller or the agent — one you choose, answerable only to you.
- Tie payments to the contract. In off-plan purchases the payment schedule should be linked to construction progress; never pay cash without documentation.
- Get everything in writing. A verbal promise — delivery date, materials, amenities — that isn’t in the contract effectively doesn’t exist.
- Check the developer’s track record. Completed projects, delivery discipline, real buyer experiences. Walking through a finished project says more than any brochure.

Can I buy remotely?
Yes — and a significant share of foreign buyers complete the process visiting the country only once or twice, sometimes not at all. With a power of attorney, your lawyer can handle the contract, registration and permit application on your behalf. Video calls, regular construction reports and communication in four languages make distance a practical non-issue.
